Perhaps the problem is in calling this “set top box” competition. The core problem is in trying content delivery to the ownership of pipes. If we have separate ownership of the physical infrastructure from the ownership of content the market will be competitive. Internally, for example, Comcast is already Xfinity vs. NBC because it’s a natural division. We just need to have split the FCC from the FCC, or, more specifically “Federal Connectivity Commission” entirely separate from a “Federal Content Commission”.
